speed kills (those who don't have it)

man, i've been trying to get some speed in these days but its just not happening. I've done 4 speed workouts and one 5k race and I still don't have the snap of quick legs. Just did a fairly fast (I thought) loop at aspen and it was 48 minutes !! (ran that months ago)... Still trying to keep up my mileage (46 last week) so maybe that's the deal. Too many miles=slow legs. Should I rest? SHould I keep the mileage up for the marathon? I think i need at least one more long run too...
